George, Colin,

The telephony world is quite unlike the computer world. Everything evolves much more slowly because there is so much older plant out there that will not be replaced anytime soon. Telephone systems have not changed much in years and are built to last for 10-20 years. They may be dinosaurs, but they are also legacy systems that take their legacies seriously.

Moreover, since specific older systems are being phased out because of the Y2K issue (manufacturers simply said there was no upgrade path), the systems now in place are either relatively new or have upgraded Y2K-compliant software.

The bottom line is that nothing in use today that is Y2K compliant will be obsolete in 3 or 5 years. Even VOIP (Voice over IP) functions well with older switches because the IP voice gateways simply use E&M signaling and can communicate as if they were tandem switches.

Finally, it is much more likely that IXC will be upgrading its switches within 5 years than it is that their network will become obsolete.
