I remember reading such horror stories back when the harmless but mentally ill were kept locked up against their wills, so I can't agree with blaming the ACLU. Clearly, the mother was insane, and terribly dysfunctional. With respect to evil caused by the insane, why ask why? The question, "why," posits that there is a rational explanation. The sad thing, to me, is that sometimes (frequently) abused children are afraid to turn in their parents because they fear causing harm to their parents and their family structure.

I used to be a Guardian Ad Litem in Juvenile and Domestic Relations Court, it was unbearable.

The best solution, I believe, is to require third parties (teachers, doctors, neighbors) to report suspicious circumstances to a child protective service.
