Brian,

I've always thought that T would be a very good candidate, because through TCGI they already got Biztel's licenses, but don't have enough critical mass in licenses. Plus, TCGI didn't really get far in learning how to deploy/operate in this space. Think Armstrong has just been working down a list of priorities, filling the biggest gaps first. Also there's the issue of how you get WCII's top management team to stay if they have to work for Annunziata (sp?), or how will Armstrong split responsibilities to keep all the egos happy.

Brian,

After poking around a bit, I found this UN web-site:

un.org

Unfortunately, the data is sorted by country, and then only alphabetically, instead of by population. Also, as you'll note, many cities with the largest population are located in China and India. Not necessarily on the company's immediate radar screen.

If I find a better site, I'll be sure to pass it along.
