Finally received my ballot information today for the move to Bermuda.Still mulling over how I will vote, but I am intrigued by....."the Company's shares may become more attractive to non-U.S. investors, thus broadening its investor base".

With the recent stigma of sweetheart deals by numerous biotechs with off-shore investment groups, which inturn short the "heck" out of the company stock in which they have just loaned money in a effort to drive down the share prices so as to enhance the conversion rates for their common holdings, I find it highly doubtful that non-U.S. investors or for that matter U.S. investors will look favorably on this new domicile in an OFF-SHORE location. As Willie Sutton, the famous bank robber. when asked why he robbed banks, he responded..."because that is where the money is". Isn't it in these off-shore locations where numerous small investors like many of us with Xoma have been robbed by these foreign robbers?
