The meaning of "misdemeanor" at the time of the Constitution meant basically "bad behavior," and did not rise to the bar of even crime. This is why I say it means whatever Congress says it is - and in response to your histrionic claims that it will upset the balance of powers, that is why it requires a simple majority to pass articles in the House, and a 2/3 majority to convict in the Senate.

This has nothing to do with how people feel about Bill Clinton. It has to do with a Constitutional process that is followed in response to criminal behavior by the President. I don't take this lightly in that sense, although I am greatly and personally offended by the person and what he is doing to the country. How dare liberals try to pin what is happening here on the GOP! There is only one person who has caused all of this to happen, and only one person who has passed up numerous opportunities to find a simpler resolution before it has come to this. Even today, Mr. Clinton cannot admit to his criminal misconduct.

Most Clinton apologists cannot reconcile the fact he committed felonies and that the Constitution provides only one remedy.
