I emailed the CME about that a while back and their response was as follows:

"The index level did not split in half. The multiplier was halved from $500 to $250. This occurred after the close of business on October 31, 1997. Therefore, the first business day in November 1997 had the multiplier of $250.

With the split in the multiplier, the minimum tick size was increased to .10 from .05 to keep the tick value worth $25. Three years ago a .10 move was equivalent to $50. Today a .10 move is equivalent to $25."

This does not answer the why, but it gives you the date.
