Sanjay, You state Ericy's 3.9 mhz. chip rate still fails to meet the fairness criteria. "Fairness" is in the eye of the beholder, of course. From Ericy's point of view, it is fair because it "handicaps" a natural advantage of cdma. We cdma supporters see it as completely unfair because the chip rate would require cdma carriers to make expensive changes to their systems that are completely unnecessary.

But, this is not a horserace where the tradition is to add weight to the horse so that all horses carry the same aggregate weight. Still, objectively speaking, it makes no sense from a societal point of view to force money to be wasted by anyone when it is not necessary. Our world is one of "limited" resources.
