What created the internet was the development of high-speed networking equipment by companies like Cisco, Bay, 3Com, and others in the early 90's, development of lower cost computers by the PC makers and Sun, and better software for viewing and managing information by Netscape, Microsoft, Oracle, and others. There was no regulation on the internet. So, the politicians need do nothing.

What lowered interest rates is the export of production to Asia and the oversupply of products that's causing the deflation.
