You're touched the issue here that bothers me.The complexities and additional problems that are found almost always make the forecasts
more optimistic than the reality.In a situation like y2k where
many of the original forecasts were plain wrong, for whatever the reason;there is always the possibility of under estimating the scope
of the endeavor.If it concerned only a company no problem we only lose money as the stock goes down,but with y2k if those wrong estimates are from my power company I wake up with no heat.
