Perhaps you "missed" the following paragraph :

Most Americans simply don't trust the
House to base its decision on an unbiased judgment. Instead,
67 percent think most members will vote "on the basis of
partisan politics." Just 29 percent expect a vote "on the basis
of the facts of the case." Most people prefer not to see
Clinton go partly because of his job performance. Whatever
they think of him personally, 64 percent of Americans
approve of the way Clinton is handling his job, a strong
approval rating for any president, much less one in this much
trouble.


It is clear (and not at all surprising) that the people have just about had it with this impeachment thing. I feel President Clinton should not quit, because the people would eventually come around to seeing his point of view. When he acquires "victim" status, support for him would become simply overwhelming. The signs of that happening are all there (for those who can see, that is!).
