If I recall, Clinton more or less said that he would veto such legislation since would only apply to federal funding and he was afraid to alienate the prolife vote. Once he said this the whole thing died in the Senate. To change this probably takes a constitutional amendment or a new Supreme court ruling.

I have a mental defect that prevents me from remembering all GOOD jokes...
