Haven't found that article yet, but let me tell you about my wife's stock plan. She works for Intel. Every paycheck Intel takes out a percentage of her pay that she designates (up to a plan maximum) and they hold it for 6 months. Intel has two holding periods every year. The first runs from the middle of February to the middle of August, and the second runs from the middle of August to the middle of February of the following year. Intel takes the monies withheld from my wife's paycheck every other week and then invests it in the Intel stock for her. The price of the stock to her is 85% of the lower market price at either the beginning or the end of the subscription period. So if in February the stock was $50 a share and in August it was up to $75 a share, she'd get it at 85% of $50 or $42.50 a share. There is no additional interest on the monies held over that time period. This is very common in her industry. I know that Cisco and Microsoft have very similar plans, as do most Silicon Valley companies that must compete for top notch technology talent. I presume that Intel must invest the collected monies somewhere over that time period, but I don't know where. There are some administrative costs to Intel to administer this plan and the interest is (likely) used to offset these administrative costs. Perfectly legal as I understand it.
