You are indeed clueless. It was Bill Clinton that was constantly changing the "date" that a balanced budget would be attainable, he did so in order to thwart any attempts to lower taxes (especially capital gains). He tried at least twice to thwart the congress' attempts to reform welfare, and of course we can only thank our lucky stars that he and Hillary didn't have their way with their scheme to nationalize health care.

You are clueless, Clinton fought a balanced budget and only acceded when the Reps took Congress and forced it on him with the spectre of 1996 looming.
