Well, the next step would be to ban abortions completely. Women traveling outside the country will have to subject themselves to a mandatory pregnancy test at the airports, and if they are pregnant, they should sign a document affirming that they will not have an abortion in their destination country or elsewhere. If they happen to have a miscarriage abroad, they have to provide a doctor's certificate to that effect upon entry to the US and be prepared to face interrogation in a court of law... and it goes on from there.
