No one doubts that Clinton tried to disrupt his impeachment. There was no other reason for his actions.

Well, a Republican HJC member (McCollum?) was shown on TV saying that it is not at all inconceivable, and in fact very much in the nature of Saddam that he decided to embark on some mischief just when the US is so pre-occupied with the impeachment vote...
