The anti-missile defense system that the Democrats used to fight with Reagan about was revived when Clinton took office. That was one of the key bargaining chips with the Soviets in the nuclear disarmament talks. It took the eve of an impeachment vote to bring out semblance of a backbone. This from a president, who according to UN inspector Scott Ritter, had been soft-pedaling the arms inspections for over a year.
