It is my personal belief that the U.S. has had trouble with conflicts since the Korean war since the Presidents have not been following the procedures set down in the constitution. The President should make his case before congress and ask for a formal declaration of war. If they choose war they should attempt to get an unconditional surrender of the opponent, barring that to negotiate a peace treaty.
