I don't know, either, because there's an obvious tradeoff between mux cost/support and the incremental cost/minute to overflow network traffic from DCI's switch to IXC's.

I don't see IXc's ownership of a mux as necessarily being the main issue, though, since DCI would be more likely to add to the mux to its switching capabilities; of course, I'm assuming greater discounts between DCI's co-located POPs than elsewhere on IXC's network.
