I see, that does seem strange though. Like a catch 22, you can have sealed criminal indictments of a president, and the constitutional remedy for removal is impeachment, and yet unless the indictments are unsealed there is no evidence to proceed with impeachment.

Plus - heard that he CANNOT be pardoned for the impached offenses.

The way they weazle around the bill of attainder, separation of powers etc... arguments about censure is that Clinton would agree to the terms of the censure. BUT he could be pardoned for the offenses then.

Clinton is the only President in history that has argued that he should be censured.
