The sale counts as the 100%. 0.50 US for a US stock(Canadian same((stocks under .50 that is)). So it would cost .50 cents US per share.

That's right but I have never seen a reason to do so, maybe if your real long I guess. To me if I'm sure enough to short it I would certainly be sure enough to sell it.
