I think TMex does a lot of things besides offering opinions on stocks, and that's where he's going to run afoul of the regulators. I am no defender of that loud mouthed burrito merchant pump and dump chump (Can I make my dislike for Joe Park more clear?). He doesn't just offer an opinion on a stock, or even make a buy or sell rec, he says buy WXYZ at 10 am, and has agreed with others to do so in a collusive effort to cause a price fluctuation in a particular issue.

But I can certainly offer my opinion on a stock, and that was the question. "Is it illegal to give buy & sell recommendations unless you have a license?" was the question.
