"...the Independent Prosecutor, and former Judge, Starr, ...gathered evidence...with the assistance of a grand jury under the oversight of Judge Norma Johnson Holloway..."

True but of little relevance. Starr is not accountable to her unless he commits a crime. He has wide latitude for action and no budgetary constraints.

"The evidence was presented to the House Judiciary Committee, according to procedures prescribed by the Independent Counsel law, which was drafted and adopted when the Congress was majority Democrat."

Also true but of even less relevance. More relevant is the fact that the Judiciary Committee is not majority Democrat now.

"the House impeaches, that is, determines whether there is sufficient evidence..."

Very little determination happened in this case. They rubber-stamped Ken Starr's case. We may see some gory surprises in the Senate trial.

I think the Republicans are going to pay for this impeachment business. This is going to go down as "Closing Down the Government, Act II". The American people want the Congress to legislate, not to waste time on this foolishness. JMHO.
