When I came home this evening, the news was already over on TV, but my wife said that Clinton's ratings had gone even higher.

I think that the reason may be that what Clinton has done is natural and easy to understand, whereas what the Republicans are doing is unnatural and harder to understand. Under the pretext of defending the constitution, they are assaulting the division of powers and trying to institute a parliamentary form of government. There are, of course, worse things to aim at. But I am afraid that their motivation is revanchist and partisan rather than disinterestedly statist.
