Perhaps one way to look at it is by reflecting on Joe Murphy's statement (and presumably Mr. Murphy is someone who indeed knows a cheap rate when he sees one) during the audio conference that the rates DCI negotiated 'were not the amazing ones that Discount Communications had received, but were "incredibly" good. I would suspect that it takes a really, really low rate to turn Mr. Murphy on. And he wasn't speaking about one specific rate, either. Since he's negotiated for worldwide utilization with IXC, the rates must be pretty incredible throughout.

Differential margins, of course, reflect the difference between DCI's previously negotiated rates and the new ones, but I inferred nothing that indicated DCI couldn't be as extremely price-competitive as it wanted anywhere in the world, solely limited to the overlying rates that IXC had previously negotiated with the respective PTTs.
