It has more to do with real estate being available for installation than "economic development". Even if they have the land, when countries implement technology they are well-informed to seek new technology ie. the fiber optics, etc., not copper lines. With Motorola's Iridium (Satellite communications) and VSAT (GM-Hughes), etc. cell phones are more common in those countries (Singapore, Malaysia, India, Korea, West Africa, etc.) than certain European countries or Russia. Another perspective of the globe! Ram

Please, let us get the commercial side of the equation on the right track.
Government Programs can be considered for the year 2002 time frame.
Any government procurement before that time frame would be a miracle.
Been there, done that!!!!
