Right, Ish. So, where is this exclusive Senatorial right of censure explained? It doesn't seem to be in the Constitution, in any particularly apparent form. Where does this come from? Isn't this a violation of the sacred Constitutional impeachment process? Or is this somehow apparent from the terse sentence,

Judgment in Cases of Impeachment shall not extend further than to removal from Office, and disqualification to hold and enjoy any Office of honor, Trust or Profit under the United States: but the Party convicted shall nevertheless be liable and subject to Indictment, Trial, Judgment and Punishment, according to Law.

Aside from which, how does a censure vote on Clinton's acknowledged personal failings constitute partisan hatred? As opposed to the perpetual recitation of all the unsubstantiated rumors and innuendo ever popular here? Like who killed Vince Foster, or more personally, who killed Jim McDougal? Is that going to go into this "hateful" censure measure too?
