Doesn't seem to be in the Constitution. Neither does confiscation of property for not paying taxes or a fine for speeding. The guy on PBS who was explaining all this seemed ok. Maybe it is something that has passed Congress, the Executive Branch and oked by the Judicial Branch. It was also explained by Ford and Dole who are working for a Senatorial censure. If you want to drop censure as an option, work to get the law changed.
