Nor should it.

<It's a representative democracy. This issue demonstrates conclusively the wisdom of why our founding fathers decided on that type of government. The constitution and the rule of law must survive. Mob rule can be a very dangerous exercise in ignorance. <

And Congress shall not usurp the will of the people.
Certainly not by removing the balance of power by a highly partisan and unpopular act Congress.
