If you had been on this thread back in August you would have seen dozens of links as to only the head of the Joint Chiefs being told. Also that there was no real follow up proof as to the claims of WMD were being made in the Sudan.

You might ask Michael Cummings as to how much debate as to target worthiness would be asked on a nuke sub if they got the order to launch.

I have a feeling you never spent much time in the military and maybe don't understand how it really works.
