[McLeodUSA Rating Upgraded By Lehman Brothers To 'Buy']

NEW YORK -(Dow Jones)- Lehman Brothers Inc. analyst Blake Bath upgraded shares of McLeodUSA Inc. (MCLD) to "buy" from "outperform" and set a 12-month price target of $38, a source at the firm said. Additional information was not immediately available. McLeodUSA shares closed Tuesday at $28.75.

Hi Frank-

From all sources that I have, this is incorrect.

Check with some of the OSS companies (from the research report I mailed you earlier this year) like Saville or Applied Digital. You will find that OSSes almost always are *single* server based (for an entire telco), and at most (and only rarely) have some remote password access. OSS servers are NOT networked - they have no need to be.

<..especially those having to do with database exchanges, e.g.,800 look-ups and local number portability, E-911, etc., in addition to the entire suite of SS7/AINs...>

These functions aren't part of OSS - operation support systems. Check out page 4 of the H&Q research report "Under the Hood: Telecommunications Operating Support Systems (OSS)" I sent you. These are telco switch functions.
