Jim S: <<I'm in a rural area>> Your "last mile" may actually be several miles from the CO (central office). Line losses for thin gauge wire over long distances will reduce your speed. Additionally, the CO may not be outfitted to handle high-speed traffic. <<The other guy (at the destination) needs to improve HIS last mile before it will be worth my upgrade dollar>> Same situation if HIS "last mile" is also several miles away. You have a double whammy. For FAST downloads in rural areas, you might want to consider satellite. But, you have to also get an analog modem for the upload, so you have "half" the problem you're experiencing.
