I remember when I got my first cell phone. I could get the "free" phone just by signing up for a year. If I wanted the "premium" phone, there was a supplemental one-time charge. Why wouldn't such a scheme work? For "free" you get a basic system that won't do much else but allow Internet access; for an extra, say, $500, you get something fancier that does, e.g., word processing and a spreadsheet ...

Notice I didn't say that either one of these was necessarily a PC.
