Since Short Bus is lurking, I will confirm that I am not short IFLY (yet) so I do not know for sure if it is a tight borrow. But I think you are right, PaineWebber is as good as any given their large retail base. I would also look to see who First London clears through, as they are the (manipulative) Axe in this volatile pig. If you have not already, call the NSCC in NYC and they will send you for free a book entitled "The National Securities Clearing Corporation Handbook" which lists where each of the brokerage firms clear their trades. A shorter's bible.
