We have a police officer in our small town who enforces the law to the last detail. He is widely known for stopping people for speeding 1 mile over the speed limit, people driving 2 blocks without their seat belt on, and the like. He gives a ticket to all with no exceptions, even those who have severe arthritis and have a hard time putting on the seat belt. No exceptions. Oh, and he spends so much time lurking behind bushes looking out for these heinous crimes that he never has time for patrolling for break-ins and robberies and that sort of trivial stuff. Ken Starr would be proud of him. He's just doing his job the best that he knows how to.
