I really doubt he gives people tickets for going one mile over the speed limit. Such tickets would be thrown out of traffic court. All streets are generally "rated" and these rated speeds are usually higher than the posted speed. The rated speed is the average speed of all cars traveling on the road. If you are within 5 miles of the rated speed a court will throw out your ticket.

For example, where we live there is a wide avenue that is posted 25mph. It is however rated 35. A ticket will be winnable unless you are going 41mph or over. To find out the ratings on your local roads merely call the department of traffic engineering.
