I don't have 98 but I am told their are some bugs in it.
Maybe you have one of the bugs.
I am sure someone on this thread will help.

This sounds like something that would be handled by the configuration options of your browser. If you're using ie4.0, look in View/Internet Options

I don't have any ideas regarding the other stuff. Are you using AOL by any chance?

also, you can try loading a page that is continually refreshed, and that should be enough to keep your isp from 86'ing you. you could also call the isp (unless it's aol, they won't change) and request that they adjust your connect time and session time.
