Actually, the way I read it the 3rd circuit vacated the district court's decision for lack of jurisdiction and remanded to the territorial court. Who "won" is still in the air. Nonetheless, you are correct it is nothing but a mundane civil proceeding which has no criminal implications whatsoever.
