Hillary's just pissed off since those individuals are intentionally or unintentionally willing to subsidize the costs that are being passed on from the government run programs, such as Medicare. The freeloader is the government-run program, not the people who are the victims of the government's flawed programs. Some large companies and groups opt out altogether by self-insuring. These were still allowed under the Health Care program proposed by Hillary. The current system is not a free market since the government interceded with their programs. They mandate higher fees for private payors, whether they be large groups or individuals.

Whether it be left or right, if those people choose to obtain public support, they will be subject to scrutiny of finances and family environment by the government agencies. That already happens because of the limited resources and the family violence.
