Panasonic, Toshiba and Hitachi who are the lead producers of DVD-RAM drives and disks are all ECD licensees. Richo, Mitsubshi Chemical,Mitsui ect... who produce cd-rw disks are not (yet). To see if royalties for phase change have ever been paid you have to go back and look at the history of the PD drive. About six months after its introduction royalties for phase change disks started to increase. They continued to increase for about a year then started to decline until they are what they are today. The royalty increase then decrease followed the exact pattern of the sales of PD drives. The royalties for PD disks were paid to ECD by Panasonic, Toray, Ashi, and Plasmon who are all ECD phase change licensees.
