I do not not know the answer to your question for sure but everybody I know uses drawn gate length.

Which would mean that AMD truly is pushing the silicon performance to exceed what Intel has stated.

Note that on the 0.25 micron process the slide stated CS44e6/7. Perhaps they have 2 flavors of the 0.25 micron.
This could also explain why they know that the K7 is running at 600Mhz in 0.25 micron - a speed that Intel does not plan on releasing until 0.18 micron.
