Please explain...I don't follow. If company x has 10 shares outstanding and they are going to pay $1 per share in dividends then the rightful owner(s) of the 10 shares will get $10 from the company. If some of these 10 shares have been borrowed by a short seller why would he have to pay any dividends to anyone??? And who would get the money?? I don't play the short side, but I don't follow why being short a stock makes you liable for the dividend associated with those shares.
