Gerald: nothing beat the DATEK streaming quotes. It's free, you need to open an account but not to deposit anything in it. The streaming show pre-open bids, but for NASDAQ only.
To my knowledge the only 100% free streaming quotes available.

The WSJ has "free" real time quotes as part of the $49 subscription.

I think there is a free trial, so they would qualify as free, but term-limited.

Gerald, E-Trade is free. Just have to sign up. Go to their home page. Schwab is also free (with an account, which is also no charge).
