Logic would tell me that they (ATHM) did indeed, at some level, have at least a say in the design This even more gives the question: Can the DSO's maintain and upgrade the network on their own? Do they have the technical skill to handle it? The financial will? ATHM appears to depend on them. Maybe ATHM can get income providing consulting to the DSO's. I would hate to think that whatever ATHM put into developing the local network (financial or intellectual) will not have some payoff in the future. Eric
