It's really not misleading, IMO, Dave. If, in fact, they can "qualify" the pair to begin with (a prerequisite), they will guarantee it. I'm not certain what their policy will be where conditions don't permit the pair to pass the test, though.

This is what is known in telco engineering circles as "engineering by selection and qualification," or "selective engineering." Seriously.

BTW, and just for clarity, the 1.5 Mb/s guaranteed rate was only for their top end offering which extends up to 6.3 Mb/s downstream.

If the server belongs to the telco and that is part of the guarantee, they must make it happen. But in the context of DSLs, this is not the case. They are referring to the raw dedicated link speeds involved.

BTW, we get so wrapped up in the tech, I forgot to ask: Does anyone know whose DSL gear they are using there? Refresh my memory. Was SBC a part of the Alcatel RFP Award procurement group? Whose DSL gear is it, anyway?
