Question on Mac banner ads

Could someone who knows something about web design/advertising/programming tell me if website can set up advertising banners that are personalized to the type of computer the end-user is using?

I know that using cookies (?), a site can sometimes tell if you're using a Mac or PC. For instance, the Microsoft site sent me directly to the Mac section of the IE downlaod area, saying it "detected" I had a Mac.

So, can banners use the same thing to customize to the end-user?

The reason I ask is that while using BigCharts today, a banner popped up that was Microsoft advertising IE 4.5--for the Mac! It remarks in large red letters: "Totally Mac!" and claims that downloading IE will enter you in a contest to win a free iMac.

Pretty cool no matter what, but really cool if that banner shows up for everyone, not just Mac users. . .
