NextBand was a 50/50 joint venture between Nextel and Nextlink.

Wow. I don't think the FCC is going to be very happy with this.

Was something up from the start?
McCaw and WNP never went head to head in any market in the auction. The two biggest players, and they avoided each other.

The FCC only took in $578 million total for all the licenses.
WNP only spent $187 million on all their licenses.

And then only 9 months later McCaw buys WNP for $700 million.
Looks like a little anti-competitive deal making to me.
