I recall when I with Nemer at the track in Dallas late last October I closed out a trade literally at 3:12 CST, so I went to the CBOE site to find their hours

If I cast about for a minute and find Equity Close I'll come back and edit this. I can only guess that many firms want the order before 3:10 because they are not really equipped to trade options, best guess. Either that or they are afraid they will get an order too large for RAES and they won't be able to execute in time.
