Those who are anti-abortion always say that "health of the mother" is an excuse, and then go on to make distinctions between that and the "life of the mother".

This doesnt completely answer your question, however Barr is a member of the pro-life caucus and was one of the loudest protestors regarding the wording of the PBA ban... which was all centered around the "health of the mother" and the right's criticism that health of the mother could include mental health etc. Notice he is also in favor of anti-terrorism bills (oh unless there is an abortion clinic in the vicinity at which point fire away)
