Pre-paid is not a "get paid by the hour" sort of business -- it is PREpaid. The whole racket is to collect money WITHOUT work, hoping the work never will be called for. It's a specialized form of insurance, which is all the better because of "questions" about whether the money paid is justified by the risk. Now that's a pretty good scheme for a public company. - Charles
