As far as I'm concerned this new margin requirement rule is a rumor, with no substantiation begun by shorts interested in makign a quick buck. CHECK with your broker; it is the brokers who set the margin requirements; it would be ridiculous for them to slice their own throats. Watch those short hypsters; they want to start a rumor to make a quick buck. I spoke to my broker about this hype and that's what he said: all hype
